accounting for India's driving record

India has 80,000 traffic related deaths a year (?!).
(i'm only using the US for a frame of reference - but the 'States are at about 42,000/year).
Currently there are still only 8 million passenger vehicles on Indian roads.
about 14 million less than the US had in the 20's.
what the hell?! Are you guys letting the cows drive?

i guess what i'm trying to say is
that i'll read anything except what i'm supposed to be reading for my Accounting exam tomorrow...
